Let's hope nothing comes of this.
I don't see how any fan/consumer can see this as a good thing. However, some times artists will do things that are not fan-friendly for their personal gain.

But can't this be seen as protecting what's theirs, why release music as your living if you're not getting paid?

This is true. Doesn't mean that we have to like it.
I contest that they are being not being paid. They just want more of the revenue that the DMCA potentially keeps from them.
I respect that, but for the fans it will just mean that they may have to pay more to consume art. As a result they may not be exposed to it at all.
