it refers to the lines before he say i won't do that.listen again .......

To explain it bluntly - there are no `suggestions' to make. It is not one of those things in which you have to read between the lines (at least not to understand what `that' is). It is right there in the song, explicity stated in the lyrics.

I told someone else who didn't understand to read the lyrics on their own without listening to the song, and/or to follow the lyrics as the song is playing. They understood after what it was then. I strongly recommend you do this.

Also, if you can, watch VH1 Storytellers in which Meat explains it.

What I suspect the reason that many people do not understand what `that' is, is because people listen to the hook or chorus and don't really take in the other parts (lyrics) of the song. Anyone agree/disagree?
