No. That would mean 'Apostrophe's properly'. Meaning that 'properly' is possesed by the apostrophe.

When i went to HMV the other week the label for the CHSIB CD's was labelled

I remember once being in a supermarket (I think it was in Asda) and they shut down one of the aisles because some clumsy twonk had dropped a bottle of wine. The sign read:

I find it really anoying when the incorrect use of 'there' and 'their' is used, and 'brought' and 'bought'
