No, there is a quote button in the top of each and every post, made by everybody. By only your own posts, there is an edit function, well, if you are logged in.

This Edit button is next to Quote button. If you click on that button, the screen will appear, like you enter a message, but then you see already your text. Now you can edit it, add some stuff you want to say or delete, change some things in your text.
