No offence but I don't think you can underestimate the knowledge/experience of (web) designers who have studied design and do that stuff for a living. Hands up I can't do deisgn but I can program sites ok.
This is where an offical site should I think and normally does differs from fan sites: class design and custom built functionality which is for example more work than using existing web "plug ins/scripts" such as the gallery plug in you have used. At my work we often have teams of 3-4 people working on single sites so that it comes together nicely but would be a tremendous amount of work for 1 individual.

As far as I can see, Ross isn't claiming that it's an official site and I don't really understand why people seem to be upset/annoyed by it. It's a very good site which is still being developed and I think Patti would be pleased if she saw it.
