It is very much an "American" thing. I have participated in this type of fund raising myself. I am a "local celebrity" thanks to hosting Rocky Horror; therefore, every year I know the local Rely For Life (cancer charity) will be calling on me to use my "fame" to help raise money. They do a "jail" where they come around and "arrest" you. You are held, usually in a conference room somewhere, until you get get friends/family to pledge a certain amount of money for the charity to "pay your bail" then you are set free. I have to use my connections to get out, or sit in a hotel ball room all day.
