The health care bill HAD to be passed quickly. Therefore, it was a mess, and not well thought out at all. Obama had 2 years to get it done. Why 2 years? That's how long he had a democrat controlled congress.....both the House and Senate. If it weren't done before 2010, when the republicans took control of the House, it never would have passed. Obama was more concerned about having a "political trophy" to put on his mantlepiece, than he was in having workable health care legislation.
