Kinda like points make prizes, infractions vary in their points value, get enough infractions/points and you get to collect a prize......................prizes consist of differing length of bans.

It's a bit like when the adverts come on telly and BLAM the volume is loud and continuous and relentless. It can be exhausting to listen to. Music, especially music with drama in, has natural variation of loudness as part of the tune, part of the experience. A good recent example is From Now On from The Greatest Showman. Starts extremely quiet, builds to a crescendo and ends softly. Make it all the same volume and you lose all that.
