I would think that would be more "doing things anally" than properly. You know, "anally" as in lining up things in the 'fridge just so, or bottles on a table just so or obsessing about the neighbor's trash... or... ARGH, too many to mention that I live with on daily basis from the fam !!! ... lol ... Though, that's probably more their need to get out the house than their having an OCD.
