All I could find was a 'band' called Graham Blvd—they have a cd from 1995 that has both I'd Lie for You and Not a Dry Eye, and one from 1994 with Objects and Rock 'n' Roll Dreams—but they seem to produce nothing but bland covers.

Well spotted. Jeez, those must be some of the WORST Meat Loaf covers I've ever heard. Indeed it looks unlikely Diane Warren would have given that track to a bunch of unknowns. That's merely a cover of ML. Say what you will about Diane Warren, she has written songs with Meat Loaf in mind I think, certainly I'd Lie for You. It's obvious that was written as a sequel to AFL. "If This is the last kiss" could have been for anyone though had it not been for the brackets in the title.
