I would assume there's a designer for them, they all look pretty custom made to me.

As someone who works a lot in textiles, you'll need weeks off work to get those stones done properly! And use proper glue so it doesn't compromise the fabric!

all the stones are all iron on so it wont take a long time just a hour or so
