You can open it with Paint (right click on the image and select Open With followed by Paint from the drop down box). Left click Image, then left click on Stretch & Skew in the drop down box, then enter in the Horizontal and Vertical boxes the percentage by which you think it needs reducing, and click OK .. Then save, and make sure it's a Jpeg and not a Bitmap you save. If it's a photo you've downoaded they tend to be huge :) As a rough rule of thumb a reduction to 40% or 45% gets it to a managable size for most sites. If you want to preserve the original on your computer, when you have reduced it, left click File and when the Save In box comes up, left click on the strip with the file number and add the word copy before you left click on Save, and upload the copy.
