In answer to the question (if I remember rightly) a mod can ban another mod, but not a super mod or admin.

A super mod can ban a mod or another super mod, but not an admin.

An admin can ban anyone.

That's not quite corrcect, mods cannot ban anybody. They can however hand out a 100 points infraction which actually equals a permaban. And admins can ban everyone except one user. Rest is true iirc.
